CITATION
The intention of this document is to outline the fundamental rules, aims, goals, ambitions and visions of the European Team Championship. Hence the inclusion of a point in this document is that it should be valid and applicable for as long as the ETC exists.
It is of course impossible to predict everything that will happen to the ETC, but this is where we will strive to provide the guidelines that can help us take the right decision in those unforeseeable situations.
1. Any country can send a team to represent them.
2. Only one team from each country is allowed entrance in each gaming system. UEFA guidelines followed for a definition of what a country is.
3. In order to participate at least half the team must be citizens of the country they represent.
4. Each team elects a team Captain.
5. All decisions are made by simple majority.
6. Each team has one vote, which is cast by the teams elected Captain.
7. Team Captains are only given a vote if their team has participated in at least one of the two most recent ETCs. Note that everyone is welcome to provide input regardless of whether or not they have a vote.
8. In a two month period, beginning each year right after the ETC has ended, anyone willing can propose to hold the ETC two years in the future. Not the next ETC, but the one following that one. At the end of the two month period, there is a vote for the location if there are several for the bid.
9. The ETC aims to be the most prestigious tournament there is.
10. The ETC is created for the players, by the players. The most important goal for the ETC is to hold a yearly event where players from all over the world meet up and have fun. It is not just a tournament it also provides the framework for meeting up and socializing. Gaming works best in cooperation with eating and drinking.
11. The ETC aims to draw attendants from any country that has a gaming community.
12. The ETC aims to draw the most skilled players from each participating country. It should be a clash between the best of the best.
13. The ETC should continuously strive to raise the level of painting and sportsmanship.
14. The ETC prizes should always be symbolic, such as a diploma and/or a medal. No cash prizes, box sets or anything ordinarily valuable.
15. The ETC will establish a pool of international referees that can act as judges at the tournament. Each country nominates a head referee to represent them, and at each ETC there should be 3 head referees present; 1 from the country it is organized in, and 2 sent from other countries. Head referees will get their basic travel costs refunded.
16. If there are more than two of the foreign head referees that are willing to participate, the Captains will make a vote to determine who will be picked. The vote should consider not just experience and diplomatic ability, but also the varying cost of attending.
17. The ETC is run on a voluntary basis, no one involved gets paid for the time they put into it.
18. Though the staff involved isn’t paid, they shouldn’t suffer any further expenses. The ETC should strive to refurbish all staff expenses through funding by participation fees.
19. The ETC should work towards lowering the participation fees through sponsorships and alternative financing.
20. A Group of Organizers (GO) consisting of 3 people is elected by the Captains. It is not possible to be a member of the GO and be a Captain at the same time. As soon as a person runs for office in the GO, they are excluded from being a Captain.
21. The GO is elected annually, and the 3 candidates with the most votes get a seat. Only one GO from each country can be elected.
22. The Captains can at any point initiate a vote of confidence in the GO. If the result is 2/3 against the GO it is immediately abolished and a new election starts that elects a GO which sits the remainder of the period or until another vote of confidence abolishes it.
23. The GO is the only body that can initiate and formulate polls. This can be done in two ways, through unanimity and through simple majority. Note that everyone is welcome to provide input regardless of whether or not they have a vote.
24. If the GO agrees with unanimity among all three members, then the Captains can approve it by simple majority.
25. If the GO only has support of a simple majority of GO’s, then the Captains can approve it by a 2/3 majority.
